The goal of GISS is to cultivate advanced command and management personnel and strategic instructors, who possess independent thinking skills, international perspective, strategic professionalism, and the ability to plan national security affairs, for the ROC Armed Force. GISS adopts a diverse option of admissions that combines a general master's degree program and military strategic education application to recruit outstanding military and civilian students.

This diverse source of students allows GISS to integrate military and civilian strategic mindsets to produce specialists in planning, execution, and analysis of national security strategies and defense policies required by the government, the ROC Armed Force, and building the following core competencies.


I. Academic research capabilities at all levels of strategy, defense security, and military           professions.

II. Cross-disciplinary integration capability with international perspectives and global               vision.

III. The ability to interact and make exchanges between military and civilians to jointly             participate in the planning process of national security strategies and defense policies.

IV. Pluralism value, independent thinking, and effective communication skills.
