GISS is positioned as one of the top institutions of high-level strategic education in the national army. In accordance with the mission of the NDU and INDAC, as well as in line with the educational goals, development vision, and objectives. The mission of GISS is to promote the studies of international affairs and strategy in the ROC Armed Force, provide guidance to the government and the MND in the planning of national security and defense policies, and train senior personnel who are well versed in international affairs and strategy for the benefit of national security and development.

The educational goal of GISS is to cultivate “senior command and management personnel,” “specialists with international perspectives, strategic expertise, and national security planning capabilities,” “strategic instructors and think tank professionals,” “independent thinker,” and “students with integrated military and civilian strategic mindset.” The educational objective is to construct the following four core competencies.

I. Academic research capabilities at all levels of strategy, defense security, and military           professions.

II. Cross-disciplinary integration capability with international perspectives and global               vision.

III. The ability to interact and make exchanges between military and civilians to jointly             participate in the planning process of national security strategies and defense policies.

IV. Pluralism value, independent thinking, and effective communication skills.
