Cross-national Video Exchange to Build a Democratic Joint Defense

The 12th International Civilian & Military Joint Crisis Game was hosted yesterday by Major General Lee, Commandant of the College of International and National Defense Affairs of National Defense University. The event invited a team of scholars and graduate students from the United States, the Czech Republic, Japan, and Korea to interact with military trainees and graduate students from our strategic research institutes in a physical and video format.

The exercise begins with a Computer Assisted Exercise (CAE), a simulation of governance at the domestic level, in which participants take on the roles of heads of ministries and heads of state, discussing and responding to emergent situations, and understanding the political operation of the country through cross-ministerial functions and resource integration.

In addition, the Table Top Exercise (TTX) was held simultaneously in different locations in cross-national teams, enabling the participants to apply various communication and negotiation skills on the basis of international law. Apart from that, trainees were also asked to deal with various possible emergencies in the Indo-Pacific region and conflicts in the gray zone of the CCP, through the process of finding the best solutions, trainees were able to learn how to deal with contingencies.

It is worth mentioning that after the TTX, National Defense University also invited experts and scholars from various countries to conduct round-table forums in the form of online meetings. The meeting focused on the Taiwan Strait situation, providing participants with perspectives from international democracies, and cultivating our strategic research energy.
